As we build robust park and recreational opportunities for residents and visitors to East Baton Rouge Parish, BREC anticipates that local economic development can be stimulated locally through park improvements, BREC also envisions that monies can remain within our community through the hiring of qualified and talented local businesses, suppliers and construction trades. The Phase One improvements to the Baton Rouge Zoo and Greenwood Community Park will be implemented through a Construction Manager At Risk (CMAR) delivery method. In this arrangement, the CMAR prime contractor (THE LEMOINE COMPANY) will award the project scopes to various trade partners required to construct and furnish the park and zoo improvements. It is the intent of this webpage to inform local businesses in the construction trades of these opportunities.

This DBE/Small Business Outreach (DBE/SBO) effort seeks to empower small, minority, women, and veteran owned companies. Our goal is to support these firms by providing a clear path to doing business with the THE LEMOINE COMPANY (and ultimately with BREC) through timely communications, capacity-building strategies and technical assistance. The overall goal of the initiative is to ensure meaningful small business participation in the construction of improvements to the Baton Rouge Zoo and Greenwood Community Park. Businesses possessing one or more of the below designations are encouraged to contact THE LEMOINE COMPANY by visiting the following link (BREC DBE/SBO) and registering to join the DBE/Small Business Outreach in your respective scope of work.  You will be contacted within 24 hours of registering to discuss next steps.  You are registering to the Lemoine Bid Management Software (BuildingConnected), which will also manage the Bidding Solicitation.  Here is a helpful link to getting started on Building Connected: (Building Connected – Getting-started-for-subcontractors)

This DBE/Small Business Outreach effort does not restrict or prohibit any otherwise designated small business from pursuing opportunities with BREC.

The Lemoine Company is partnering with The Luster Group to assist and manage the DBE/Small Business Outreach efforts.  As the DBE Coordinator, The Luster Group is responsible for helping to meet the projects program goals and participation requirements.
